Did Stephen Amell just quit "Arrow"?

Hot on the heels of the action packed and future-ramifying season 3 finale of Arrow, the show's lead Stephen Amell has done something unheard of; stirred some s*** up.
Whilst on the CW Upfront carpet, Amell was grilled regarding his knowledge (or seemingly lack-there-of) about the now highly-anticipated season 4 whilst talking to E! and revealed somewhat openly that he has finished up as The Arrow, stating; “Arrow is done. No more Arrow suit. I've worn it for the last time.”
Now. Woah there. I know what you're thinking. Don't think that. Because the Captain says a lot to sinceriously push our fan buttons, he's a teaser really. However if this is an indirect message to say that we will be receiving a costume/character upgrade from The Arrow to Green Arrow, the show has been constantly vamping Oliver Queen’s style to cater to the eventual reveal, from the addition of the signature domino mask to his plight for true justice in ending the killing of criminals.
Alternatively, will someone else take the hood and bow in season 4? John Diggle being the obvious choice, having spent a very brief tenure under his own green hood in previous seasons. Or perhaps Oliver Queen is hanging up the bow entirely, allowing for the remainder of Team Arrow to continue his legacy? Either way – speculation has now begun. Damn it Internet. When will people stop breaking you?
